I'm not an expert, but I think it has more to do with how well the individual takes care of the tattoo, and the job done by the artist than technology. There are many, many ways that a tattoo can become ruined before and after it has healed, especially in the first couple weeks. Exposure to the sun, not cleansing well, applying the wrong chemicals or substances (like aloe and OTC ointments) that make the colors bleed and weep, exposure to water during healing, chlorine in swimming pools, messing with the scabs, and other mistakes can all affect how it looks in the future. But if you keep it covered or protected by sunscreen (and there are products out there which I've heard work to protect it also so it remains fresh looking), and it heals well, I don't think it should fade or spread out.
It could be that most of the tattoos you have seen were not done professionally. It's a good indication when you go in to get inked and the artist is an older guy covered in tats that still look okay.
