When AIDS first became widely known in the early 80s it was widely thought of as a "homosexual problem". I'll further add that educating people about safe sex, while a noble pursuit, has not affected the overall rate of infection among most groups, aside from homosexual men. And, even in that sphere I've noticed my gay male friends have not always abided by safe sex methods. People will do things on the spur of the moment; often times relegating safe sex to theory and not practice. It might be where I live - Boston. But, I'm inclined to think this runs true in most, if not all, western developed nations.
